Systems Engineering...
Is it an Art or Science? Debatable, but irrelevant, It is a discipline. A necessary, but quite often an overlooked discipline. A discipline that requires a great deal of experience. Experience that has traveled the road from inception to production, many times. Experience that realizes that things will go wrong, mostly things that you did not expect. Experience that can sense a loose end before it becomes visible. Experience that understands that planning is the key to finishing. Experience that realizes the need to discover not only what went wrong, but why.

  Experience is Essential...
Experienced Systems Engineers have been through many product development efforts. They are driven by results, successful results that meet pre-development expectations. Therefore, they position their thinking toward the examination of the Project's Components, such as; concepts, designs, deliverables, customer requirements, development team capabilities, technologies, schedules, etc. With a perspective pointed toward, can this happen, and will this happen as expected.

Planning...

As the near term approaches the present, the reaction effort required is inversely proportional to the planning time invested.

Planning Effect?

Reaction effort is, by definition, not in the plan. So, the incremental resources required, must come from somewhere that is not an equally important reaction. Planning deficiencies do not manifest themselves for months, and when they do, they take on a different look. Therefore, the most harmless place to get incremental resources is from planning activities.

However, the more you steal ("borrow") from planning activities, the more you guarantee reaction, the more reaction you have the more planning you must defer, and so on, and so on...

Inadequate Systems Engineering...

Many Clichés are born out of endeavors that lacked adequate Systems Engineering:

Expect the unexpected.
If it can go wrong it will.
An ounce of prevention is worth a pound of cure.
The devil is in the details.
